The purpose of the project is to develop a Holistic Governance Model (HGM) for the Slovenian public administration. The developed model with its statistically verifiable methodological approach will fill the research gap related to the lack of empirical research on governance models. From the practical aspect, it will provide a scientific basis for implementing actual holistic governance activities of the Slovenian public administration.
Known governance models lack holism in resolving emerging complex societal challenges.
A tailored governance model is required to more effectively and efficiently resolve these challenges.
By integrating all societal subsystems and their stakeholders at three levels of governance (macro, mezzo, micro), an adequate holistic governance model (HGM) can be developed.
The governance model must be adapted to various PA segments for them to function most efficiently and effectively.
Shifting from the current governance model to HGM can be guided systematically through a definition of its factors, elements and indicators.
